President & CEO -
Scott Kaplan started with the Tidewater Jewish Foundation in November 2014. He previously served as the Director of the Jewish Endowment Foundation of Western Massachusetts (a division of the Jewish Federation of Western Massachusetts) from 2008 through October 2014. In his previous role, Scott was responsible for the management and growth of a $41 million endowment ($28 million in 2008) on behalf of the Federation and 24 organizations throughout the western Massachusetts Jewish community. In 2008, Scott helped launch Create a Jewish Legacy, which secured more than 900 legacy commitments from 600 families worth an estimated future value of more than $20 million.
Scott received his graduate certificate in Nonprofit Management and Fundraising as a practical compliment to his undergraduate degree in Psychology from the University of Massachusetts at Amherst and Masters in Business in Administration from Boston College.
Scott and his family are looking forward to being engaged in the Tidewater Jewish community.
Chief Financial Officer -
Randy is a licensed CPA and comes to TJF with more than 25 years experience in healthcare, public/non-profit financial management, and municipal government. Most recently the VP-Finance/CFO for a non-profit retirement/healthcare facility, he had previously served as CFO for several operating units of a diversified multi-state healthcare operation and held senior management positions in municipal finance. Randy has managed finance, human resources, information technology, and facility management functions including oversight of operating and capital budget functions, financial planning and debt management, human services administration, systems development and implementation, local tax administration, and grants management.

Hal Sacks, Executive Director Emeritus, served as the first Executive Director of the Foundation 21 years ago and continues to actively support TJF.
Donor Services Manager -
Shelby joins the staff of the Tidewater Jewish Foundation as Donor Services Manager. She brings to the organization 12+ years of project management and client relationship management experience. A graduate of Old Dominion University, Shelby’s background includes work in the media industry and non-profit sector.
Craig comes to TJF with more than 15 years experience in accounting, 9 of those years in the healthcare industry. He has an extensive knowledge of database and reporting software. Craig is a graduate of Virginia Wesleyan College.
Donor Relations Coordinator Consultant
Stephanie Grooms is the newest member of our team. She studied business administration at Florida Gulf Coast University and relocated back to Hampton Roads in 2013 after a two year tenure in Jacksonville, FL working for a worldwide, non-profit medical association. Mrs. Grooms joins the TJF team as the Donor Relations Coordinator to provide customer support to our donor constituencies and Affiliates. She is currently finalizing her degree in Graphic Design and handles the Foundation’s graphic design and marketing operations.
