President & CEO -
Scott Kaplan started with the Tidewater Jewish Foundation in November 2014. He previously served as the Director of the Jewish Endowment Foundation of Western Massachusetts (a division of the Jewish Federation of Western Massachusetts) from 2008 - 2014. Prior to his work in planned giving and endowments, Scott was the Associate Director for JCamp 180, a program of the Harold Grinspoon Foundation and before that worked in Corporate Human Resources for MassMutual Financial Group, both based in Western Massachusetts. Scott is a native of Boston, MA and has transitioned to the Virginia Beach area with his family.
Scott received his graduate certificate in Nonprofit Management and Fundraising as a practical compliment to his undergraduate degree in Psychology from the University of Massachusetts at Amherst and Masters in Business in Administration from Boston College.
Chief Financial Officer -
Randy is a licensed CPA and comes to TJF with more than 25 years experience in healthcare, public/non-profit financial management, and municipal government. Most recently the VP-Finance/CFO for a non-profit retirement/healthcare facility, he had previously served as CFO for several operating units of a diversified multi-state healthcare operation and held senior management positions in municipal finance. Randy has managed finance, human resources, information technology, and facility management functions including oversight of operating and capital budget functions, financial planning and debt management, human services administration, systems development and implementation, local tax administration, and grants management.

Hal Sacks, Executive Director Emeritus, served as the first Executive Director of the Foundation 21 years ago and continues to actively support TJF.
Craig comes to TJF with more than 15 years experience in accounting, 9 of those years in the healthcare industry. He has an extensive knowledge of database and reporting software. Craig is a graduate of Virginia Wesleyan College.
Marketing and Communications Manager -
Stephanie Grooms is the Marketing and Communications Manager for TJF. She joined the TJF team back in 2013 and handles the Foundation’s creative and marketing operations. Prior to her role with TJF, Stephanie was the Project Manager for the in-house design firm of a worldwide medical association located in Jacksonville, FL. Stephanie studied Business Administration and Graphic Design, and is presently pursuing a degree in Marketing Management.
Administrative Assistant -
Ann Swindell is the Administrative Assistant for TJF. Ann has extensive experience with over 20 years in administrative work. Originally a native of upstate New York, she attended college at S.U.N.Y. @ Geneseo and graduated with a B.S. in Elementary Education. Moving to the Hampton Roads area after college, she worked for many years in the legal field as a legal assistant/office manager. Ann comes to us from her latest position as a Submittal Coordinator/Assistant Project Manager for a commercial contractor.
