Scott Kaplan started with the Tidewater Jewish Foundation in November 2014. He previously served as the Director of the Jewish Endowment Foundation of Western Massachusetts (a division of the Jewish Federation of Western Massachusetts) from 2008 - 2014.  Prior to his work in planned giving and endowments, Scott was the Associate Director for JCamp 180, a program of the Harold Grinspoon Foundation and before that worked in Corporate Human Resources for MassMutual Financial Group, both based in Western Massachusetts. Scott is a native of Boston, MA and has transitioned to the Virginia Beach area with his family.

Scott received his graduate certificate in Nonprofit Management and Fundraising as a practical compliment to his undergraduate degree in Psychology from the University of Massachusetts at Amherst and Masters in Business in Administration from Boston College.

Randy is a licensed CPA and comes to TJF with more than 25 years experience in healthcare, public/non-profit financial management, and municipal government. Most recently the VP-Finance/CFO for a non-profit retirement/healthcare facility, he had previously served as CFO for several operating units of a diversified multi-state healthcare operation and held senior management positions in municipal finance. Randy has managed finance, human resources, information technology, and facility management functions including oversight of operating and capital budget functions, financial planning and debt management, human services administration, systems development and implementation, local tax administration, and grants management.

Craig comes to TJF with more than 15 years experience in accounting, 9 of those years in the healthcare industry. He has an extensive knowledge of database and reporting software. Craig is a graduate of Virginia Wesleyan College.

Barb Gelb joined the TJF team in June 2017 after serving as the Director of Lifelong Learning at Temple Ahavat Shalom Los Angeles, CA since 2013. Prior to that she lived in Memphis, TN for ten years where she was the Director of Outreach and Education for ArtsMemphis, and the Director of Education at Temple Israel. In her 30 years as a Jewish Communal Professional, she has also spent time doing Federation, JCC and Hillel work.

Barb was born in Scranton, PA and spent her high school years in Laramie, Wyoming before heading to Los Angeles to attend UCLA where she received her BA in Psychology. A Wexner Graduate Fellow, she received her Master's Degree in Social Work from University of Southern California (USC) and her Master's Degree in Jewish Non-Profit Management from Hebrew Union College-Jewish Institute of Religion (HUC-JIR). She is also a Certified Health Coach and Certified Philanthropic Advisor. Barb is married to Kenny Weinstein and enjoys spending time with him and their five children and stepchildren. Barb enjoys cooking, nutrition, fitness and theater.

Ann Swindell is the Donor Services Coordinator for TJF. Ann has extensive experience with over 20 years in administrative work. Originally a native of upstate New York, she attended college at S.U.N.Y. @ Geneseo and graduated with a B.S. in Elementary Education. Moving to the Hampton Roads area after college, she worked for many years in the legal field as a legal assistant/office manager. Ann comes to us from her latest position as a Submittal Coordinator/Assistant Project Manager for a commercial contractor.

Commander Harold (Hal) Sacks, USN, of Blessed Memory2218

Hal Sacks served as the first Executive Director of the Foundation from its inception in 1991 until 2002. Throughout his lifetime, Hal continued to actively serve and support TJF until his passing in 2017. Hal’s memory will continue to be a blessing and his impact will be felt for generations.
